BOARD OF HEALTH
Meeting Minutes
January 11, 2010
Memorial Town Hall

MEMBERS PRESENT:         Mark Johnson, Mary Ricker, Jamie Terry

MEMBERS ABSENT:   Martha Waite, Associate Member, Andrea Crete, Board of Health Agent

OTHERS PRESENT:  Debra Sciascia, Recording Secretary

M. Johnson called the Board of Health Meeting to order at 5:00 PM.

SEPTIC PLAN REVIEWS:

Paxton Road, Lot C: NEED LLC for Jeffery Cogswell. New construction. Plans represented by Julian Votruba. These plans were previously designed and approved by a different engineer. The contour has been changed to save on fill.

M. Ricker motioned to approve. M. Johnson seconded. All in favor, APPROVED.

Reservoir Street - Lot 3 (Map 183/Parcel 15): NEED LLC for Elaine Drawbridge. New construction. Plans represented by Julian Votruba.
Condition(s):
1. Proof of compliancy is needed for present house (506 Reservoir St.) before selling the lots. This can be done by soil testing, and does not need a Title 5 on the existing house.
2. Approval pending the Planning Boards decision.

J. Terry motioned to approve with conditions #1 & 2. M. Ricker seconded. All in favor. APPROVED.

Reservoir Street - Lot 4 (Map 183/Parcel 16): NEED LLC for Elaine Drawbridge. New construction. Plans represented by Julian Votruba.
Condition(s):
1. Write in 48" benchmark on plan.
2. Approval pending Planning Board approval.
3. The existing house needs to be in compliance.

M. Johnson motioned to approve with conditions #1-3. J. Terry seconded. All in favor, APPROVED.

Mixter Road - Lot 2: Andrysick Land Surveying for John McManus. New Construction, with revisions (previously tabled from December 2009 meeting). The owner John McManus was present. The owner is looking for another extension.
The locus map has been revised
The lot size meets the required criteria
A. Crete did sent out a letter regarding the distribution box, etc.

J. Terry motioned to approve. M. Ricker seconded. All in favor, APPROVED.

OTHER BUSINESS:
• Perc Test Season By-Law: The Board of Health Agent, A. Crete, has proposed to do away with the Town of Holden's present per test season (Dec 15th to May 15th) for new construction. The Town follows Title 5, and this law is the only regulation that is stricter than Title 5.

The Board would like to formally recommend doing away with the Perc Test By-Law, and requests that A. Crete find out the process to proceed.
